Prussia refers to the Prussian Empire that later became Germany circa 1877.

Many comments by Alexander Donges at WEHC -- in brief Prussia had higher standards for novelty and technical examination than the other German states, partly because of a sensitivity in Prussia not to create excessive numbers of monopolies - a free trade argument. Prussia expanded after ward with A-H in 1866 and Donges-Selgert data can see differences in Hanover, Hesse, Nassau, and other states that were taken over.[1]

We understand that it did not have its own patent system, but some filers of patents in France were from the land of Prussia.
