Four flapping wings in two pairs. In each pair, one goes up while the other goes down. The pairs are in an opposite pattern so that on each side of the machine one wing is rising while the other is falling.

"[...] a flying machine whose weight is mainly sustained by a cigar shaped balloon at the top, the structure being propelled by wings arranged in pairs on rocking booms which are moved by a power plant such as a light-weight gasolene engine."
