From Seifert's report on this patent at the Lilienthal museum site (translated to English by google translate): "Raziewitsch acquired the first aviation patent in Russia at the Ministry of Commerce and Industry. It was a helicopter with electric motor and a rudder wheel for the forward flight."
- Inventor location: Smolensk, Russia
Sources
(Raziewitsch seems to have been left out of Wikipedia helicopter historical summations, even the Russian. Oddly, mention is made of a much earlier Russian polymath in Italian Wikipedia on the helicopter. Mikhail Lomonosov was known to have demonstrated a spring-powered bi-rotor intended for the attainment of meteorological instrument altitude.)
