  • Propeller in a cylinder so its effect is focused and can be controlled independently of the orientation of the aircraft. Patentee uses "tractor" apparently to mean propeller, and never uses "propeller" or "impeller."

From google abstract: "Propelling; steering, balancing, and regulating altitude.-Tractor-screw apparatus for aeroplanes, which automatically ensures a normally horizontal propulsion irrespective of the inclination of the fuselage, comprises a gyroscopic mounting of the propeller in a frame attached to the fuselage. By locking the gimbal rings, steering may be effected. Bearings 18 in a framework 16, Fig. 1, take an outer gimbal ring 19 having bearings 20 for an inner ring 21, which in turn supports the propeller shaft 22 in bearings 24, 25. The shaft 22 carries two blades 23 and is driven by universal jointing from an engine on the aeroplane or air-ship to the prow of which the framework 16 is attached. In modifications, the engine is mounted directly on the propeller shaft and carries the blades. A quadrant 32, Fig. 6, which may be engaged by a pawl 33 controlled by cords 34, 35, and a spring catch 36, is secured on the outer ring near the bearing, the catch and pawl being on the frame 16. A similar looking device may be fitted to the outer ring. When the rings are locked, the propeller becomes a simple tractor."
