This invention is a triplane with an engine, as well as a biplane, with two or three stacked wings; two propellers, one in front and one in rear, rotating in opposite directions, according to Simine Short and Steve Spicer at Spicerweb, which says the patent application filed 31 May 1897 through Thomas Moy as the agent for O. Chanute and A.M. Herring. British Patent No. 15,221 (C.P.L.)

Here there seems to be a distinction between Thomas Moy ("applicant"), who files the patent on behalf of Chanute and Herring, and the "agent" George Downing & Sons. Moy is known as both an inventor and an agent. We don't know of any relationship between him and George Downing.

This patent was cited by the US patent office as prior art when initially rejecting Patent US-1903-821393 by the Wright Brothers.[1]
