From the provisional patent: This invention is to help captive balloons adapt to wind.

It is elsewhere called a kite balloon or Drachenballon.

The idea seems to be to create an angled aeroplane surface so that the wind gives lift to the aircraft by hitting the underside. So the end of the balloon that hits the wind first is high, and the other end is low, to make it an aerofoil. A tube accepts an inflow of wind, building up the pressure in the gas bag.

Summary by Aeronautical Journal:

The balloon is elongated, and one side is kept towards the end by having small balloons or a crescent shaped one B at the other end. The part opposed to the wind is kept inflated by making an opening x in the other end towards the wind and through which it enters. To the holding down ropes c, c1 are attached pulleys a, a1 through which pass cords b, b1 which are attached to other cords as shown.
