Abridgment:
"An improved apparatus or machine for enabling persons to support, raise, and propel themselves in and through the air; which apparatus, when fitted with suitable mechanism and raised, is also self-supporting and self-propelling."
The novelty in this case consists of an apparatus formed with long T-shaped webs and fins, the webs being pointed at the fore end near to which the propeller fins are fitted.
("Provisional protection refused"—does this mean the patent wasn't granted or that it wasn't granted on an early/provisional basis?)
Tentative inferences: this is a human-powered ornithopter, and the patent was not granted. We'll want to check those propositions.
