From the Abridgments seems to be a whole aircraft type with multiple subsystems described in detail, including a marine anchor. A "life boat" is included.
The balloon is separated into two compartments, apparently one for gas and one for air:
The balloon is made of an elongated form, and has a flexible partition; the said partition is loose, to admit of the full distention of the balloon on one side of it with gas. All the air beneath the membrane may be allowed to escape before the escape of the gas.
