This patent alleges that all airplanes contemporaneous to it seem to lack longitudinal stability. The “parachute” in question here seems to be a wing-like structure, possibly a billowing wing-like structure. Rather than serving in the case of complete aircraft failure, this “parachute” controls descent more generally, and offers overall stability, both longitudinal and transversal.
