It's pretty clear this is a foreign filing of Patent DE-1895-98580, although without seeing the original of this one it's hard to be certain.

This patent was listed in L'Aéronaute (Vol. 37, No. 2, February 1904, p. 69) as "Brevet d'invention a négocier", with C. Chassevent (not L. Chassevent but probably a relative at the same address) given as the contact. ("C. CHASSEVENT (Office DESNOS). Brevets d'invention et Marques de Fabrique, 11, Boulevard de Magenta, Paris.")

Allegedly 'reproducing' material from French Joseph Spiess's 1873 patent, Patent FR-1873-100696, flat-out denial of Zeppelin as inventor, but as admirably perserverant bringer about of realization:

« Le compte Zeppelin prend ses premiers brevets relatifs à un dirigeable rigide à carcasse d'aluminium. Les principes essentiels de son rigide reproduisaient ceux brevetés en 1873 par un Français, M.S. Spiess. Si on doit admirer l'énergie et la persévérance du compte Zeppelin, dans la réalisation du dirigeable rigide, on ne peut doncl'en reconnaître comme l'inventeur. »
