This looks like be a powered propeller on an elongated balloon, thus naturally classified as a dirigible. It may be something else -- a reaction engine? a bomb dropper? The IPC categories given by DPMA suggest those things. The term "mortar" in the title ("Mörser") doesn't seem to make sense but I can't find a better translation. Does it refer to the kind of gun? Nothing seems to be expelled as a gun or other reaction motor or jet would do.
