Flügelschraube in present usage means thumb-screw or wing-screw, but in this case it seems more to be a propeller that sits on the wing of an aircraft (in combination with an air bag).
There is an entry from Brockett about this technology, which looks like it may be similar in content to the patent itself: Blume, 1879, Flügelschraube mit Luftsäcken als Treibvorrichtung für Luftschiffe.
