"L’appareil se compose d’une nacelle pourvue d’un couvercle au-dessus duquel est placée une hélice horizontale  ; des hélices verticales sont disposées à l’avant et à l’arrière et un gouvernail se trouve sous la nacelle."

(Regarding the title, per se, "Navire aérien plus lourd que l’air", we have here a helicopter described as an "airship heavier-than-air". It is also the type of two-prop propeller which seems to have played a role in later Belgian contributions.)

"The apparatus is composed of a nacelle provided with a cover above which is situated a horizontal propeller ; vertical propellers are arrayed in front of and at the rear and a rudder is situated under the nacelle."

This "airship heavier-than-air" (long helicopter of two separate and separately axled propellers of lift) could be seen as a precursor to Patent BE-1926-338559 and to developments alleged to follow later from Belgian foundational work on the helicopter.

(As always, it is a matter of Belgian francophone usage that "hélice"(blade) is meant to signify actually the arrangement of multiple blades which we'd called the propeller. The Belgian hélice is the otherwise French propulseur.)
