While the data sourced here gives “H.-P. Rouet”, some perusal of Espacenet, with location data factored in, indicates that this is Henri-Pierre Rouet. At least two of the patents make Belgian priority date reference. The work with axels and cables is likely applicable to aeronautics, though not exclusively so.
