That is, "This flying machine is composed of two large circular wings, or wheels, moving on one single vertical axis, but in opposite rotational directions".

(This may have more to do with ascension than with propulsion, and this may be some sort of precursor to the helicopter. These "wings", in fact, may be a grand form of propeller.)
