This C. A. Parsons is fairly definitely Charles Algernon Parsons, later "Sir Charles Algernon Parsons". The Newcastle-on-Tyne location matches that of the C. A. Parsons, inventor of the marine turbine, mentioned as the first president of the Northumberland Aero Club. The Heaton connexion ties this to the admittedly patchy Espacenet data on Australian Patent 1011013.
