A modern translation of "Jalousieklappen" is "multi-leaf damper". Jalousie means Venetian blind. The point is to move air while flapping down but encounter less resistance on the upswing.

Cf. Patent DE-1910-262678, a similar subject but not identical. There may well be another DE patent corresponding to the present one.
