Meller (the younger) was an aero inventor, a “commis négociant” (“merchant clerk”), addressed at rue Porte-Dijeaux, 88, Bordeaux, département Gironde, France.[1]

This is "Prosper Meller". See the original document of Patent FR-1850-10514, which is available, via a "Meller" name search on the Advanced Research page of the INPI.

According to Dollfus & Bouché, Prosper Meller designed a spherical captive kite-balloon in 1851.[2] The addition of kite elements to Patent FR-1851-10514.1 is a possibility.
