Jacques-Alexandre-Cesar Charles (1746–1823; b. Beaugency, France) constructed an LTA aircraft with hydrogen balloon and launched it on 17 August 1783, shortly after the Frères Montgolfier had demonstrated their hot air balloon. The first manned hydrogen balloon flight occurred on 1 December 1783.

Charles developed nearly all the features of modern balloon design including the valve line that permits the aeronaut to control the release of gas for descent, the appendix that prevents rupture of the balloon sack due to gas expansion, and the nacelle that consists of a wicker basket suspended from a network of ropes covering the balloon.
