Kite balloons (or Drachenballons in the original German), are associated with August Riedinger, Hans von Sigsfeld, and August von Parseval. They seem to be captive balloons shaped like airfoils, sloped in the air so that wind hits the underside to give them lift. That's kite-like. This orientation is maintained with smaller attached balloons. A mobile open tube is oriented to let wind pump air into the gasbag with pressure.
