Carl Kropp was an aero inventor who focused on variable-pitch in propellers. He filed patents from Deuben, near Dresden, in Saxony, in the German Empire.

He appears to have had an invention related to the hulls of ships, and to have worked with George Kropp on that topic. He also has other patents we do not see, implied by his French patent discovered on google.[1] We cannot tell here how many Carl Kropps there were; there might have been just one, with a long career.
