After a short history of modern/western kites the author focuses on recent work by a lieutenant Wyse in Boston, in 1907. This may be a respelling of Wise. This couldn't really be John Wise the balloonist; however we do have some articles indicating another Wise, possibly Hugh Wise, was working on kites in the 1890s: Wise, 1900, Nouveau cerf-volant scientifique, Publication 12950, 1898, Wise's photographic kite,
