Armin Gottfried Helfer was an aero inventor. He was a Swiss citizen filing patents from New York City.
He appears to be an expert in gearing; his patents often refer to gears or have complicated gearing mechanisms. His aero patent is hard to interpret but seems to a large wheel with axes attached to its circumference which themselves have wheels or propellers with some aerofoil quality to them. Was this for lift or horizontal propulsion or both? How was it to be controlled? Was it basically a propeller arrangement? Can't tell.
