Captain A. N. Vegener was director of a flying school at Gatchina, Russia.
Vegener built a 2-seater training aircraft for flying school in summer of 1911 based on a Farman design but with streamlined nacelle and ability for instructor to engage or disengage pupil's controls, a feature unique for that time.
Flying school to be determined. So far Gunston's information hasn't be corroborated.
