According to Emmanuel Chadeau, defeat at the hands of the Germans in the Franco-Prussian War inspired military reform on the part of the French. Gambetta, president of the Budget Commision in the Chamber of Deputees, initiated research credits starting in 1874. Le Génie, previously the Corps des Ingénieurs, was endowed in 1876-1877 with this Établissement Central de l’Aérostation Militaire, situated in the parc de Chalais, in Meudon, in close proximity to the École National d’Aérostation, established almost a century before. The direction of the Établissement Central de l’Aérostation Militaire direction was trusted to an officer 30 years of age, Charles Renard.[1]
